Chirupian
Physical Description: Carbon-based, vertebrate, mammalian biped.
Lifespan: 160
Average Height: 145cm/4'8"
Average Mass: Disparate.
Epidermis/Exoskeleton: Cream to coffee brown skin.

all.)
Outer Growth: Black and/or blue hair.
Visual Sensors: 2 eyes; black pupils; no irises.
Aural Sensors: 2 ears (placed close to skull.)
Behaviour: They are observers. Chirupians are generally passive, but will defend themselves if threatened. They are deliberate in all actions.
Special Attributes: Chirupians have the ability of matter manipulation on a chemical and molecular level. Changing matter from one state to another (i.e. solid to liquid) is not only risky, but also tiring. Changing complex forms involving multiple types of matter can be exhausting to the point of requiring basic medical attention. Chirupians cannot manipulate energy or matter at the sub-atomic level. However, they can move an object, parts of an object, or a section of an object (i.e. a wall) into a transitional state of matter, permitting them to pass through it if required. In all cases of matter manipulation, a change in state is accompanied by either an addition or reduction of thermal energy to the object to a degree relative to the type of object and the type of change. This thermal variance can cause structural and cellular fatigue, and therefore use of matter manipulation on CCA vessels and stations is prohibited, and is restricted on away missions, except where specific circumstances warrant it. They also have eyesight capable of seeing portions of the infrared and ultraviolet ends of the spectrum. This has given them a great amount of skill in the areas of spectroscopy and biochemistry. They are very attune with nature, being able to bond with specific animal species on a psi level, they can also sense weather changes and eco-conditions, most likely this ability is linked to being able to sense the state of the molecular matter around them.
Government: Each community operates autonomously within an established zone of approximately 200,000 hectares. Each zone is represented by a community elder elected from within that zones communities to sit on the Quadrant Council (usually constituted of 24 elders per quadrant.) One elder from each quadrant is elected to represent each quadrant on the High Council. The 36 elders elected to the High Council vote in a democratic manner and majority decisions are made for the planet and moons as a whole. No person rules alone.
Religions/Beliefs: Chirupians are naturalist. They believe in the sanctity of life. They commune with nature, but have no organized churches. Philosophical and Spiritual discussions are held in open forums at community gatherings.
Society/Culture: They are naturalists, working and living within a balanced ecosystem - generally within the old, native forests, commuting to local urban centres where their advanced technologies are based. The basic needs of clothing, reclamation and utilities are obtained and met through full automation. Individuals and families grow their own food within their given allotted forest boundary of approximately 10 acres per individual.
During the 2700's the Chirupians became convinced that they would never find the peace they were looking for so long as they remained members of the CCA. They withdrew from the alliance, retaining a friendly neutral status with the member worlds, but maintaining an isolationist stance with military involvement.
